Tenants and property owners who share parallel interest in preventing roof leaks may be unaware of the looming challenges a wet winter will bring. In August 2009, NOAA forecast an El Nino year indicating an end to California's current drought. Will property owners be prepared for the looming rain after several prolonged years of drought?
